I have the honour to acknowledge and to thank

you for your letter No. 2788/17 of 8th ultimo conveying to

my Committee the recommendation of Eis xoellency the Governor

to the Secretary of State for the Colonies that a sum not exoeding $10,000 per year be guaranteed from public funde

to cover loss incurred in oonducting the proposed Chinese

Newspaper, the establishment of which for British Trade purposes

and interests generally, in Hongkong and South China has been

under consideration of this, and the Chinese Chamber of Commence.

My Committee much appreciate the substantial

financial support His Excellency has given the enterprise,

with which strong backing it is felt, the success of the

kewspaper will be masured.

Negotiations are proceeding for the purchase

of machinery, and it is bored that these will be sendagted

concluded at an early date when the floating of the Company

will be proceeded with, and regarding which I shall further

communicate with you.
